8 October 2020|Briefing note

On October 8, 2020, the document "Methodological Guidelines: design of actions with a water-energy-food Nexus approach for Latin American and Caribbean countries" was published, this is a practical tool that will support the countries of the region in adopting and evaluation of the Nexus in policies, plans, programs and projects in the water, energy, agriculture and environment sectors.

ECLAC has been working extensively on the problems faced by the water, energy, and agriculture sectors in the region. Since 2016, in collaboration with GIZ it has promoted the Nexus approach, which is presented as a framework for the governance and integrated management of natural resources. The Nexus approach is aligned with the 2030 Agenda and the fulfilment of the Sustainable Development Goals (SDG). ECLAC has conducted public policy formulation-oriented studies in this regard, including the latest publication in the Natural Resources and Development Serie "Methodological Guidelines: design of actions with a water-energy-food Nexus approach for Latin American and Caribbean countries". This document presents the practical application of the Nexus approach through detailed methodologies and case studies from the region.

The Methodological Guidelines have two main goals. The first is to strengthen the institutional and regulatory capacities of the governments of the Latin American and Caribbean region for the adoption of the Nexus approach in the design of integrated actions, which can be policies, plans, programs or projects. This, in order to achieve coordinated and efficient actions. The second one is to provide tools to assess the extent to which the Nexus approach has been adopted in actions that are currently ongoing or seeking funding.

In addition to the Methodological Guidelines, ECLAC has also prepared videos that facilitate and complement its implementation. Among them, promotional and introductory videos and other several videos for each of the phases proposed by the Guide, that are, diagnosis, formulation, planning and implementation, monitoring and evaluation.
