Acquisitions
The ECLAC Procurement Unit is responsible for managing the acquisition of goods and services necessary to fulfill the institution's mandate, ensuring efficient, transparent processes that are aligned with United Nations regulations.
Our main functions include:
🔹 Procurement Planning
We work closely with the different areas of ECLAC to identify needs and develop procurement plans that align with the organization's strategic and budgetary goals.
🔹 Bidding Processes and Supplier Selection
We design and manage competitive procedures (RFQ, ITB, RFP) to select suppliers that meet technical and commercial criteria, ensuring fairness and transparency at every stage of the process.
🔹 Contract Management
We assist in contract negotiations in coordination with the requesting offices. We verify the inclusion of guarantees, amendments, and performance reports, and ensure the use of updated contractual instruments. The execution and supervision of the contract remain the responsibility of the requesting office.
🔹 Regulatory Compliance
We ensure strict compliance with UN procurement policies and other internal guidelines. We also support audits and reviews to safeguard the integrity of the processes.
🔹 Strategic Goods and Services
We coordinate with the Department of Operational Support (DOS) for the acquisition of strategic goods and services, managing the necessary approvals for local purchases when applicable.
🔹 Supplier Relations
We conduct market research, foster relationships with suppliers, and facilitate their registration in the United Nations Global Marketplace (UNGM), promoting broad and competitive participation.
🔹 Emergency Procurement
We implement fast-track procedures that allow for rapid responses in urgent situations, without compromising principles of transparency and accountability.

🔹 Vendors Registration
To participate in tenders and business opportunities with ECLAC and other UN agencies, it is essential to register in the United Nations Global Marketplace (UNGM), the common procurement portal of the UN system. Through UNGM, suppliers can access opportunities published by multiple UN entities, including ECLAC.
🔹 Expressions of Interest (EOI)
ECLAC periodically issues Requests for Expressions of Interest to identify qualified suppliers in various categories. These requests serve as an initial point of contact with potential suppliers and do not constitute a formal bidding process.
🔹 Requests for Information (RFI)
Through Requests for Information (RFI), ECLAC seeks to gather market data and explore possible solutions before launching a formal procurement process. If your company can provide relevant knowledge, experience, or capabilities, we invite you to participate.
