Ministers, deputy ministers and other high-level authorities from Latin American and Caribbean countries will review, on April 26-28, 2021, the progress and challenges related to regional implementation of the Global Compact for Safe, Orderly and Regular Migration, at a virtual meeting co-organized by the Economic Commission for Latin America and the Caribbean (ECLAC) and the International Organization for Migration (IOM), in its capacity as Coordinator of the United Nations Network on Migration.
The meeting entitled Regional review meeting on the implementation of the Global Compact for Safe, Orderly and Regular Migration – which has the support of the various agencies, funds and programs that make up the Regional Network in Latin America and the Caribbean – aims for Member States, international organizations and members of academia and civil society to make an initial evaluation of the progress achieved in applying the Global Compact, contribute to the debate by highlighting challenges and opportunities, identify difficulties, examine regional priorities, and determine what resources are needed for the Compact’s implementation.
The gathering will be inaugurated on Monday, April 26 at 11 a.m. local time in Chile (GMT -4) by Alicia Bárcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC); António Vitorino, Director General of the International Organization for Migration (IOM); and Felipe González, United Nations Special Rapporteur on the human rights of migrants. A representative of civil society will also participate.
The meeting seeks to provide a common platform for interaction among all relevant stakeholders, the exchange of experiences and best practices, and the promotion of peer learning in the region, taking advantage of other coordination processes that could enrich the review of the Compact. It also aims to facilitate the formulation of the main conclusions and recommendations to be conveyed to the 2022 International Migration Review Forum (IMRF), and to consider the impact of the coronavirus disease (COVID-19) pandemic on its implementation.
The event will include five thematic roundtables addressing areas such as the promotion of fact-based and data-driven migration discourse, policy and planning; the protection of migrants’ human rights, safety and well-being; irregular migration; the facilitation of regular migration and decent work; and the importance of the social inclusion and integration of migrants.
The Global Compact for Safe, Orderly and Regular Migration is a non-legally binding cooperation framework, which recognizes that no State can address the migration issue on its own, given its transnational and multidimensional nature. It consists of 23 intertwined objectives, under a series of cross-cutting and interdependent principles related to multilateralism.
