First Session of the Regional Conference on South-South Cooperation in Latin America and the Caribbean to be held at ECLAC Headquarters

The intergovernmental meeting will be held May 30-31 in Santiago, Chile, and will bring together representatives of the countries of the region, the UN system and regional and international organizations.

Representatives of governments, the United Nations system and regional and international organizations will gather at the First session of the Regional Conference on South-South Cooperation in Latin America and the Caribbean, to be held May 30-31, 2023, at ECLAC headquarters in Santiago, Chile.

The meeting will be inaugurated on Tuesday, May 30 at 9:00 a.m. Santiago time (GMT-4) by José Manuel Salazar-Xirinachs, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), and Adriana Cristina Bolaños Argueta, Director of International Cooperation for the Ministry of Foreign Affairs and Worship of Costa Rica.  

On Tuesday 30 at 10:00 a.m. Chilean time, ECLAC Executive Secretary José Manuel Salazar-Xirinachs will give a presentation entitled Progress and challenges for South-South Cooperation in Latin America and the Caribbean in the framework of the 2030 Agenda for Sustainable Development.

The meeting will feature special addresses by Santiago Cafiero, Minister of Foreign Affairs, International Trade and Worship of Argentina (video message); Pilar Cancela, Secretary of State for International Cooperation of the Ministry of Foreign Affairs, European Union and Cooperation of Spain; and Claudia Sanhueza, Undersecretary for International Economic Relations of Chile, among other authorities.

The First Session of the Regional Conference on South-South Cooperation will feature five roundtables in which member countries and other stakeholders will analyze the challenges of international cooperation for development in the new global context, the assessment and evaluation of South-South and triangular cooperation, multi-stakeholder cooperation and international cooperation in comprehensive management of risks and natural disasters. Likewise, on Wednesday, May 31, participants will align positions and analyze cooperation mechanisms with a view to the Third Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC) and the European Union, to be held on July 17-18, 2023 in Brussels, Belgium.

The Regional Conference on South-South Cooperation in Latin America and the Caribbean was established pursuant to resolution 752(PLEN.36) adopted by member countries during the thirty-sixth session of the ECLAC Committee of the Whole in December 2021.

Some of the objectives of this subsidiary body of ECLAC are: to promote the strengthening of national mechanisms for South-South and triangular cooperation, and their possible interactions with North-South and multilateral cooperation; to promote South-South and triangular cooperation among regional and extraregional actors, including donor countries and international organizations, to facilitate the transfer of technology and knowledge, as well as the achievement of joint cooperation activities; and to examine the South-South and triangular cooperation experiences of the countries of Latin America and the Caribbean and advance in their assessment, in coordination with the work being carried out in the various subsidiary bodies of the Commission.
