Latin American and Caribbean Authorities Will Analyze Progress and Challenges Related to Implementing the “New Public Service” in the Region

The XVII Conference of Ministers and Heads of Planning and the XXIX Meeting of the Presiding Officers of the Regional Council for Planning of ILPES will be held on January 17-19 at ECLAC’s headquarters in Santiago, Chile.

Ministers, deputy ministers and other senior authorities involved in development planning and public administration in Latin America and the Caribbean will analyze the progress and challenges related to implementing the new public service in the region, during the Seventeenth Conference of Ministers and Heads of Planning and the Twenty-ninth Meeting of the Presiding Officers of the Regional Council for Planning (RCP), which will take place on January 17-19 at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile.

This ”new public service” aims to deepen democracy by proposing a new relationship between the State and citizens. It puts people, their needs and opinions at the center of public policy, thus strengthening collaborative leaderships.

The Seventeenth Conference of Ministers and Heads of Planning of Latin America and the Caribbean – which will be held on Tuesday, January 17 and Wednesday, January 18 – will be inaugurated by Héctor Alexander, Minister of Economy and Finance of Panama, in his capacity as Chair of the Regional Council for Planning of the Latin American and Caribbean Institute for Economic and Social Planning (ILPES), and Raúl García-Buchaca, ECLAC’s Deputy Executive Secretary for Management and Programme Analysis.

This gathering will feature four panel discussions in which authorities will explore foresight as a tool for building innovative and participatory public policies; the open State and citizen participation at the heart of the new public service; the role of innovation in public institutions in accelerating full implementation of the Goals of the 2030 Agenda for Sustainable Development; and the challenges of a new public service in the territory.

The Conference will also include two side events that will take place on Tuesday, January 17. The first will address gender mainstreaming in planning, while the second will consist of a presentation of the book Economic Development Patterns in the Six Countries of Central America (1950-2018), produced by ECLAC’s subregional headquarters in Mexico.

Meanwhile, on Thursday, January 19, the XXIX Meeting of the Presiding Officers of the Regional Council for Planning of the Latin American and Caribbean Institute for Economic and Social Planning (ILPES) of ECLAC will be held.

At this intergovernmental meeting, ECLAC will present a report on the activities carried out by ILPES since the eighteenth meeting of the Regional Council for Planning, held on October 19-21, 2021, and it will unveil its programme of work for 2023 to countries. Participants will also address preparations for the nineteenth meeting of the Regional Council for Planning, to be held in 2023.

The Regional Council for Planning is the subsidiary body of ECLAC in charge of providing substantive guidance for ILPES’s activities. It is made up of planning ministers and authorities from the United Nations regional commission’s Member States.
