Authorities Will Examine Progress on the Regional Agenda for Inclusive Social Development amid the COVID-19 Pandemic

On Wednesday, January 13, the Fourth Meeting of the Presiding Officers of the Regional Conference on Social Development in Latin America and the Caribbean will take place, in the framework of the XII Ministerial Forum for Development in Latin America and the Caribbean co-organized with UNDP.

Authorities from the Social Development ministries of Latin America and the Caribbean will analyze on Wednesday, January 13, 2021 progress made on the Regional Agenda for Inclusive Social Development (RAISD) amid the COVID-19 pandemic, during the Fourth Meeting of the Presiding Officers of the Regional Conference on Social Development in Latin America and the Caribbean, which will be held virtually.

This event will be inaugurated at 1:30 p.m. local time in New York/Bogotá (3:30 p.m. local time in Chile) by Alicia Bárcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC); Luis Felipe López-Calva, Regional Director for Latin America and the Caribbean of the United Nations Development Programme (UNDP); and Javier May Rodríguez, Secretary of Welfare of Mexico, in his capacity as Chair of the Presiding Officers of the Regional Conference on Social Development in Latin America and the Caribbean.

The RAISD, approved in October 2019 in Mexico in the framework of the Third Regional Conference on Social Development, is a technical and political instrument that promotes implementation of the social dimension of the 2030 Agenda for Sustainable Development in Latin America and the Caribbean. It includes four axes: 1) universal and comprehensive social protection systems; 2) policies for social and labor inclusion; 3) a strengthened social institutional framework; and 4) regional cooperation and integration.

The Conference has convened for three sessions thus far. The first Conference was held in Lima in November 2015, the second in Montevideo in October 2017, and the third in Mexico City in October 2019.

In Mexico, countries requested technical support from ECLAC, which acts as Secretariat of the Conference, to draft a proposed work plan for implementing the RAISD and to present it at the Fourth Meeting of the Conference, which will take place in 2021.

The Presiding Officers of the Conference is composed of Mexico as Chair and Barbados, Costa Rica, Ecuador, the British Virgin Islands, Paraguay and Uruguay as Vice-Chairs.

The Fourth Meeting of the Presiding Officers will be held in the framework of the XII Ministerial Forum for Development in Latin America and the Caribbean, organized by UNDP, the Government of Colombia and ECLAC on January 12-14 and which will be transmitted via Zoom. ECLAC’s Executive Secretary, Alicia Bárcena, is scheduled to participate in both the opening and closing sessions of the Forum, as well as in the meeting’s other panels.
