The Natural Resources Division organized the third session of the Online Seminars: "Towards Sustainable and Inclusive Tariff Regulation in El Salvador"

On May 31, CEPAL held the third session of the Online Seminars "Towards Sustainable and Inclusive Tariff Regulation in El Salvador," as part of the ROSA project. This session focused on analyzing the transition from cost to tariff, taking into account the various factors involved in this process and its impact on the equity and accessibility of the service.

On May 31, the third session of the Online Seminar was held under the direction of Ms. Silvia Saravia Matus, Economic Affairs Officer of the Water and Energy Unit of the Division of Natural Resources at CEPAL, along with her team of experts. The session included representatives from various national entities, such as the Salvadoran Water Authority (ASA) and the National Administration of Aqueducts and Sewers (ANDA).

The session, titled "Transitioning from Cost to Tariff," focused on analyzing the shift from cost to tariff, considering aspects such as multi-part tariffs, user categories, and consumption blocks. After acquiring theoretical knowledge, participants engaged in an interactive activity to apply what they had learned.

The social tariff was also addressed, delving into types of subsidies, direct and cross-subsidies, and offering recommendations for defining a subsidy policy. The session concluded with a roundtable discussion where participants shared their experiences and questions with other counterparts and CEPAL specialists.

The Online Seminars "Towards Sustainable and Inclusive Tariff Regulation in El Salvador" are an integral part of the national technical assistance provided under the ROSA project. Over four sessions, scheduled for May and June 2024, a detailed analysis of the technical and theoretical aspects of tariff regulation will be conducted, exploring its application in the Salvadoran context.
