Julie Lennox
Julie Lennox is Head of the Agricultural Development and Climate Change Unit of the Sub-regional Headquarters of ECLAC in Mexico City. Currently she coordinates the RIDASICC Project, a collaborated and multisector initiative that seeks to integrate Disaster Risk Reduction (DRR), sustainable adaptation, and climate change in public investment. The main partners of this initiative are the Ministries of Planning & Finance and their Ministry Councils, COSEFIN (acronym in Spanish), and three Ministries/Secretaries of Planning in the SICA Countries. Similarly, she coordinates the collaborative program of sustainable agriculture y adaptative climate with the Ministries of Agriculture and their Ministry Council, CAC (acronym in Spanish), and other partners like FAO, IICA, CATIE, CCAFS/CIAT among others. Between 2008 and 2017 she coordinated the initiative "The Economics of Climate Change" among the SICA countries.
She has a Bachelor´s Degree in Latin-American Studies and a Master´s degree in Geography both from McGill University (Food Systems Project) y another Master´s degree in Leadership and Training from Royal Roads University. She has studied at Schumacher College and graduated from United World College of the Pacific-Lester B Pearson in Canada.
She has worked with various agencies of the United Nations system, including at UNICEF and ECLAC, as well as at various NGOs, North American Aerospace Defense Command (NORAD), The Norwegian Government Development Agency, and The Inter-American Institute of Human Rights.
Jose Manuel Iraheta
José Manuel Iraheta is Economic Affairs Officer in the Agricultural Development and Climate Change Unit of the Mexico Sub-regional headquarters of ECLAC. In the framework of the RIDASICC Project he oversees the Geographic Information Systems component and the public investment modules. He coordinates the statistical information systems of the unit (SIAGRO), activities on communities of practice in agricultural statistics, and agricultural insurance from the perspective of comprehensive risk management, as well as collaboration between fiscal policy and climate change agenda. He has a Bachelor´s degree in Economics from Centro-American University José Simeón Cañas in El Salvador and postgraduate studies in Regional Integration from University Rafael Landívar in Guatemala. Additionally, he received his Master´s degree in Economics from the Autonomous Institute of Technology of Mexico (ITAM). He served as a senior economist at the Central Reserve Bank of El Salvador from 1994 to 2000, as an economist at the Executive Secretariat of the Central American Monetary Council from 2001 to 2013 at its headquarters in San José, Costa Rica. Before coming into CEPAL in 2013, he was a consultant in risk management of international and multilateral organizations like CEPRENDENAC and the Inter-American Development Bank.
Lya Freitas
Lya Freitas has a Bachelor´s degree in International Relations from the University of Brasília (UnB, Brazil), a Master´s degree in International Affairs from the University of California at San Diego (UCSD, USA), with a specialization in Economics and Public Policy. She has worked in consultancies related to international project management and training at the Inter-American Development Bank (IADB), the UN-FAO, the Central Bank of Brazil, and other institutions in the private and diplomatic sectors. Currently, she is an Associate Economic Affairs Officer at the Agricultural Development and Climate Change Unit at ECLAC- Mexico City.
Co Sou
Co Sou is Associate Statistician working at UDACC in ECLAC-Mexico City. His primary work is in the Unit´s database covering various topics on Agriculture, Food and Nutritional Security, and Climate Change and its implementation and automation. He provides ad-hoc support for data-intensive requests, GIS related tasks, and contributes to the Unit´s research agenda. He has a Bachelor´s degree in Mathematics from the State University of New York- College at Geneseo and a Master´s degree in Statistics and Applied Mathematics from the City University of New York- Hunter College. Prior to coming to ECLAC in 2022, he worked in projects on survey design and dissemination, data science education, and academic library research.
Jaime Olivares
Jaime Olivares is Research Specialist (Economic Affairs Assistant) in economic analysis, statistics, and econometrics related to themes of climate change and its impact on the agricultural sector, food security and nutrition, water resources, environment, poverty, and on choices of sustainable adaptation and inclusion, including emission reduction. He has worked on the RIDASICC Project (acronym in Spanish) "Capacity Building for Mainstreaming Disaster Risk Reduction (DRR) and sustainable and inclusive adaptation to Climate Change (ASICC) in public investment in the COSEFIN/SICA member countries". He has a Bachelor´s degree in Economics from the National Autonomous University of Mexico (UNAM) and a Master´s degree in Economics from The College of Mexico. Prior to entering ECLAC, he collaborated on the study "The Economics of Climate Change in Mexico" directed by UNAM on bequest of the Ministry of Finance and Public Credit (SHCP) and the Ministry of Environment and Natural Resources (SEMARNAT) of the Government of Mexico. Furthermore, he worked at UNAM as a research assistant on topics such as environment, agriculture, energy, commerce, and international finance, and as an adjunct professor teaching courses in statistics, econometrics, microeconomics, and economics of water. He has worked at ECLAC Subregional Headquarters in Mexico City since 2009 in the Agricultural and Climate Change Unit where he participated in the initiative "The Economics of Climate Change in Centro-America and Dominican Republic."
Santa Paola Centeno
Santa Paola Centeno is Research Assistant in the Agricultural Development and Climate Change Unit at ECLAC Subregional Headquarters in Mexico. Currently she provides technical and management support in the road infrastructure sector and participates in the analysis of historical data and scenarios in climate change and its integration in the RIDASICC Project. She is an Electrical Electronic Engineer by training and has a Master´s degree in Engineering from UNAM. Her experience and training are based in the areas of research, compilation and analysis of data, efficient management of energy usage, climate change, mitigation and inventory of greenhouse gases emissions, and project management design with multilateral and development institutions. She has collaborated on the program "Energy Saving Projects of the Faculty of Engineering" (PAEFI) of UNAM, with the National Institute of Ecology and Climate Change (INECC) of Mexico, in the Mexican office of MGM Innova Group, and in the Energy and Natural Resources Unit of ECLAC-Mexico City.
Damary Vilá
Damary Vilá is Senior Programme Management Assistant working on the RIDASICC Project. She supports the General Coordinator and Head of UDACC in the management and governance of the project, identifies and advises on potential risks in the project´s implementation and proposes solutions to mitigate them. She leads, supervises, and seeks better ways to improve the administrative processes which are carried out in the framework of the project.
She has a Bachelor´s degree in Law from the University of Havana and has taken postgraduate studies in Contemporary Pedagogy from the Higher Polytechnic Institute José Antonio Echeverría and a diploma in International Sales Contract from the Institute of International Trade in Cuba. She has more than ten years of experience in the fields of international relations and international cooperation, as well as the governmental sector, civil society organizations, in areas including environment, tourism, and sustainable agriculture, financing for diversity, and climate change response.
Mariana García Hoffmann
Mariana García Hoffmann is Programme Management Assistant and a GIS specialist in the GIS component of the RIDASICC Project. She supports the management and necessary work operations for the compliance of the component´s pathway, including technical assistance and required governance to fulfill its objectives. Her duties include the development of technical inputs and documentations for the component, as well as data analysis and the execution of administrative tasks.
Mariana has a Bachelor´s degree in International Relations from the Ibero-American University of Mexico City with a specialization in Geographic Information Systems (GIS). She has experience in the field of international cooperations, specifically in applications development and GIS inputs. Likewise, she has worked at various non-governmental organizations (NGOs) and international organizations on environmental and climate change affairs.
Nelly Azucena Torres Márquez
Nelly Azucena Torres Márquez is Research Assistant, affiliated with the RIDASICC Project who works on the publication process of documents and performs research on topics related to climate change. She has a Bachelor´s degree in Economics from the Autonomous University of the State of Mexico, as well as a Master´s degree in Economic Sciences and a Doctorate in Economics from the Postgraduate College of Mexico (Colpos). She has experience as a consultant at the World Bank, the Food and Agricultural Organization of the UN, and the Inter-American Development Bank on topics such as food security in Mexico and the surrounding region, the 2030 Agenda, and various projects in the agricultural sector.
Selene Reyes
Selene Reyes is Team Assistant for the project on capacity building to incorporate disaster risk reduction and sustainable and inclusive adaptation to climate change in public investment in COSEFIN/SICA member countries, in the Agricultural Development and Climate Change Unit, part of ECLAC’s Subregional Headquarters in Mexico. She has a degree in business administration and since 2000 she has collaborated in different areas of ECLAC’s Subregional Headquarters in Mexico.
Kevin Vásquez
Kevin Vásquez holds the role of Team Assistant for the RIDASICC Project in the Agricultural Development and Climate Change Unit at the subregional headquarters of ECLAC in Mexico. He graduated with a Bachelor´s degree in Political Science from the Pontifical Xavierian University of Colombia and has a specialization in Economics, and as well has various courses and diplomas in Finance, Fintech, Investment, and Sustainability. Kevin has worked in research themes related to social development, social security, poverty, aging and demographic transitions, economic inequality and disparity, capacity building and migration, in international organizations as well as the private sector, in Mexico and Colombia.
