On March 20-21, 2013 the "Regional Conference on Freedom of Information in the countries of the Commonwealth Caribbean: Improving environmental management" was held in Jamaica. The meeting was hosted by Jamaica Environment Trust (JET) in collaboration with ECLAC, the Government of Jamaica Access to Information Unit, the Access Initiative, Jamaicans for Justice and Commonwealth Foundation, among others.

During the conference there was a session that introduced the Declaration on the implementation of Principle 10 of the Rio Declaration on Environment and Development in Latin America and the Caribbean. The following participated in the session: Charmaine Gomes, Sustainable Development Officer of ECLAC (Caribbean Office), Constance Nalegach from the Ministry of Environment of Chile, Leonie Barnaby from the Ministry of Water, Land, Environment and Climate Change of Jamaica and Tirsis Quezada from the Ministry the Environment of the Dominican Republic.
